About The European Network of National Intelligence Reviewers

In democracies, control of intelligence and security services and their activities are exercised by executive, legislative and judicial entities, and, indirectly, by the public. Every element has a role to play in one entire package of control and accountability. Within this package, legislative/parliamentary oversight plays a decisive role.

The European Network of National Intelligence Reviewers (ENNIR) is a knowledge-sharing platform for parliamentary review bodies of intelligence and security services, where best practices on legislation, jurisprudence and general developments in the field are shared, thereby supporting the professionalization of the review bodies of the Member States of the European Union.
